In 1972, Phipps Neighborhoods was founded to serve the individuals and families living in Phipps Houses buildings and surrounding neighborhoods.

President and CEO

Adam Weinstein is President and CEO of Phipps Houses, its 50+ affordable housing subsidiaries and affiliates, and Chairman of Phipps Neighborhoods, its social service sister organization. He joined Phipps Houses in 1989 as Assistant to the President, becoming a Vice President in 1992, Chief Operating Officer in 1993, and its President and CEO in 2001. Phipps Houses is the nation’s oldest and one of its largest not-for-profit enterprises committed to creating opportunity by developing, acquiring, operating and managing affordable housing. It has developed or preserved more than 8,000 affordable apartments in New York City, has another 1,100 apartments in construction, plus an active pipeline of new developments. Phipps Neighborhoods offers more than 30 different education and career programs, and access to community resources to help 11,000 New Yorkers annually build better lives for themselves, their families and their community, principally in neighborhoods where Phipps has a substantial housing impact.

Executive Director and Chief Executive Officer

Dianne Morales

Dianne Morales is the Executive Director and Chief Executive Officer of Phipps Neighborhoods. She is responsible for the overall fiscal and program management of this $17 million, multi-service agency helping children, youth and families overcome poverty. An expert in education, workforce and youth development issues, Dianne has a wealth of experience in program development and nonprofit management. Prior to joining Phipps Neighborhoods, Dianne served as Executive Director of The Door, one of NYC’s premier youth development organizations, where she increased enrollment from 7,000 to over 11,000 at-risk young people accessing services. She has spent over 15 years in program start-up, including the initial implementation of the NYC Department of Education’s Office of Youth Development and School-Community Services under Chancellor Joel Klein, the launching of The Teaching Commission, and the development of Jumpstart, a national early childhood non-profit organization.
